Strengthening The Local Environmental Capacity in the Chisinau Municipality

Project background
The Moldovan local authorities were given broad, new responsibilities for addressing the multitude of severe environmental problems. In the same time, the local authorities have been provided with very little guidance on how to fulfill these obligations.
Looking within the European context, the project is fully in line with the European Neighbourhood Policy of the European Union. The recently approved EU - Moldova Action Plan is a political document laying out the strategic objectives of the cooperation between Moldova and EU. It covers a timeframe of three years. Its implementation will help fulfil the provisions in the Partnership and Cooperation Agreement (PCA) and will encourage and support Moldova’s objective of further integration into EU economic, ecological and social structures.

Goals and objectives
Strengthening the local capacity towards environmental protection and sustainable development by building municipal and community capacity as well as enabling environmental partnerships at local level. The project objective is also linked with the provisions of national policy documents, in particular:

  1. National Concept of Environmental Policy
  2. National Strategy of economic Growth and Poverty Elevation
  3. National Programme “Moldovan Village” etc.

Activities

  1. Organizing a series of workshops on local environmental management
  2. Elaboration of guidelines on local environmental management
  3. Provide support for the development of the Local Environmental Action Plans in the localities from the Chisinau Municipality
  4. Presentation of the manual on waste management at local level
  5. Promotion of public participation in environmental decision-making  and setting environmental partnerships

Target groups

  1. Municipal authorities (i.e. district councils, water and sanitation services, centres of preventive medicine, sections of ecological control, cadastral services etc.)
  2. Mayoralties
  3. Environmental NGOs
